I wish to have a background image (and also containers) that have sizes in "%" not in "px" ...

How can I say that my background image always has to be 100% width and height ?

Not sure if all browsers support this, but you could do it like this:
Right-Click the element, select HTML Code, select 'Additional CSS styles' and enter
background-size:100%;

You won't see this in WebsitePainter, but if you hit preview, the browser should do this.

further to my above question, it is better i tell about my problem better :)
when i see my web site by high resolution screen, the web site is small in the center but when test on low resolution screen, it will be bigger .
i think when we use high resolution screen, the web site should be adjusted on each screen automatically. awaiting your kind response .

For that, you need to design your website so that it adapts to different sizes automatically. This is more work, but it is possible, also with WebsitePainter. You need to work with layout containers for this. See the 'architecture' template for a simple example into that direction.
