I once thought about pixelizing the map to create a retro style. But it looks very twisted. I wonder what shaders can reduce the resolution of CC games?

Just_in_case has shader to pixelate the image.
I have 3 level of texture detail in my game and it determines what size textures to load at the start of each level....using javascript...

You can try the LOD filter shader, that might help you in decreasing the details during realtime.
for real pixelated image you can try the pixelated shader as well.
also if you turn off the bilinear and other texture filters for your textures then you will get better results with pixel textures.
