Look in 'Options' and make sure that you have 'Render surface size' set to 'Automatic'. I'm not sure if the problem lies here, but initially, I thought it might be due to incorrect settings.

Go to View> Viewport update rate > Realtime or Normal, if you have changed it by mistakenly to slow.
Or if you click in the middle of the viewport then it will generally go back to the normal update rate, there is an optimization technique to slow it down when it is not in use or when other parts of the editor are in use.
I don't think scaling will affect the viewport update rate but you can go with the suggestion by @samGrady if that helps with scaling.
