kCFErrorDomainCFNetwork on macOS safari

When I click "Preview", Safari writes kCFErrorDomainCFNetwork. What am I doing wrong?

This happens for Safari on some macOS versions when you try to view HTML files from your disk. You can fix this by giving Safari full disk access. Do it like this:

System Preferences > Security and Privacy > Privacy tab> Full Disk Access , click the '+' to Add Software, then locate Safari to add to the list.
