in preview mode or published locally i cannot click the hamburger to open links in mobile view.

The Hamburger menu appears only if screen width is lower than the treshold value you have set for the "MobileMenuVisibleAt" property in the navigation bar's properties.
To make it visible in preview or in your locally published website reduce the width of your browser window until you see the navigation bar switch to the Hamburger menu.
