Do you mean full in a browser window or really fullscreen? Not sure about the last one, but for the first option, just create a link to the image directly. The browser will then put the image fully into one tab or window.

You only need to click on the page in websitepainter, for 'BackgroundMode' select 'Image', and then select the image file. Optionally you can make it center and not repeat additionally then, in the options below.

Yes, that's no HTML feature, they have probably programmed something to make it work this way.
