I have a variety of complicated multichannel sound cards (http://www.motu.com/products/pciaudio/24IO 24-channels, and http://www.audioscience.com/internet/products/sound_cards/asi53xx_6316.htm 16-channels)
there are WDM drivers for Windows and ALSA drivers for Linux.
Will 3D sound work on all 16 and 24 channels of these devices?

Full, real 3D sound will work on Windows, if the audio driver supports it. Fake 3D sound will always work on all devices with irrKlang, regardless of the patform and driver used. It's just not as good then, basically only stereo with the sounds panned and shifted in volume depending on the position in 3D space.
The only way to be sure is to try it out, irrKlang is free to test for this.

No, 3D sound in irrklang is independent of the scale of its node.
