It all depends on how you developed your game... If you have used variables from files....
And your game loads textures from files... Then yes.... They can mod some textures and values that may affect the gameplay... But i don't know if they can edit the models or animations...

Since you could make it possible to load .ccb files in your app, you could even base mods on that, if you like. Or you could load external scripts as well.
