If you put an old battery in your watch then might work :) lol
If your talking about CC code (obviously) then put into all your actions a time multiplier like time = 1 to start with and then to slow down events just change to like 0.5 or something and then back again when finished.
If you add to all visible functions then it will slow everything down as you like...this can be player walk speed, enemy walk speed, you can even adjust animation speed also - all using java-script.
