How Would I measure the volume of sound?

So Im trying to understand how to make working subwoofers for gta so I tried learning about gta 5's radio when I saw a moded version of the radio uses irrKlang As a refrence and I want to know how would I Possibly be set on the right learning path to learn what I need to know to make this mod?

It would have to get the bass of a song and trigger a model to either move a face of a object or transparency effect or tween effect Idk Havent done much gta 5 modding

Take a look at "projectM" or "Milkdrop2", it has several working subwoofer visualizations which react to many parameters of music (including volume and frequency) and can be tweaked for sensitivity/colour/appearance etc. The resulting video output can then be either DirectX or OpenGL.
You can also make your own (using your own graphics etc).
