"re-shade" is an easy solution which allows post-processing of 3D graphics. You can install it over a DirectX, vulcan or OpenGL game and use it to add plugins/presets (shaders) which provide settings for different screen-effects such as blurring, lighting, colours (LUT's), luce/bloom etc.
It's free and can change the way your game looks but will probably lower your game's performance/frame-rate a little bit and can sometimes crash a game. Generally it's stable and can add some interesting effects. I use it with my game to give a retro old-school look by reducing the colour pallet and crunching the resolution down.
Coppercube contains some built-in post-process effects (paid version) and allows programming of shaders - if you know how to do it.
