A simple method would be to add a particle generator with "affected by gravity" turned on - then add a transparent raindrop.png for the particles.
Instead of making the whole screen rainy (which may impact performance), you can attach the particle generator to the character so it only rains wherever the player is.
I used this method in my game to make it look as though there was sand falling from the ceilings - it was a single particle generator attached to the player.

I found attaching to the player works but will also reset whener the player moves so if your player moves around you might need to have 2x going at once and alternate betwen the two to cover new positions in front of the player before he gets there.
I have done this successfuly using javascript.

The best and easiest way to make rain would be to add a particle system and add a rain texture to it and click on the affected by gravity checkbox in the properties panel then attach it to the player and maybe pit it in front of the player instead of on top of it
