Not sure whether you mean an actual Shader or just an effect.
For an effect I would try this:
Import the hologram mesh as static mesh as usual. Then set its material to add-blending. Then clone it and parent the clone to the original. Scale the clone slightly bigger than the original, so it becomes a light aura. Then slighly decrease the Vertex Colors of the original to a level that lowers the overall brightness to a level where details can again be seen.. You can also use multiple clones in cascade, each one a bit bigger, to get a more smooth illumination effect. However, this increases the polycount, but that may be ok for certain projects.

As @csp-games has mentioned, go with his method it will simulate the hologram effect.

Or just add a light source inside the 3D Model and bloom...unless you don't want to use bloom
