why does open gl run much slower and uses only 35% of my gpu. any way to fix this?

I have usually found OpenGL runs faster and bit smoother than DirectX actually so not sure what your problem is...maybe its only in the editor and try the exe file to compare...

Do you have your graphics driver updated? I am not sure though as I always prefer to use directx as water and shadows and post processing is much faster on directx. Just cross check if you are using large amount of water nodes or realtime shadows.
if yes then you can try disabling them just for the debuging purpose.

i am using post processing effects but I'm not using any water or real time shadows its all lightmaps and yes i have my drivers fully updated also correct me if I'm wrong but the reason I'm using openGL is because i find it more compatible
