Background image opacity change

I would like to have an image as the background at about 25% opacity with a form directly on top of it.

I do not see an opacity property that I can modify.

Is this even possible?

I guess you want the form in this thing not be transparent, correct?
For that, I'd simply use a .png and set its alpha channel to 25% transparent.

Not sure what you are after.

If you want a low opacity looking image as background for the entire page, the easiest way is to pre-prepare the image in an image editor by increasing the image's brightness and decreasing its contrast. Then insert the image as page background.

If you want to simulate a low opacity image as background of a container (i.e. not for the entire page) you can achieve this ...
... either same as above, i.e. by inserting a pre-prepared image as container background
... or by stacking 2 containers. See this video for how to do this.

The latter offers more options, e.g. you could give the background image a color cast.

For a better understanding: Opacity and transparency cannot be properties of the background per se, because opacity means the degree to which something above the background covers the background, and transparency means the degree to which something above the background lets the background shine through. Therefore, there can be no settings for opacity or transparency in the properties of the background.
