It should be doing that, do you get some error message maybe?
Maybe your APK is in an unusal location and it has some errors with the path. Did you try to save your .ccb to a folder somewhere directly below the C: drive, like C:\yourgame or similar? Maybe it works better then.

Update: Found the problem. Google moved the zipalign tool to another location in newer Sdks. Will be fixed in the next update.
