How about a single setting such as the headquarters of a corporation? There is no reason a spy game has to have more than one setting to be interesting. It would reduce the workload needed to get your minimum viable product (MVP) up and running. You could then add more content later if needed.

You can certainly do a hitman game in a single setting like I mentioned above. It'd be fun for the mission to have a different target in the HQ each time you play. You could make it so the hitman has to pose as a new employee to get the intel about who his true target is. One of the board members of the company could have hired him to get rid of a "mole". A mole is a person who is hired by a company but secretly gives trade secrets to a competitor.
