I want to know about named anchor why and when we are using? because when I created named anchor after publishing I unable to view that.... But I guess that is bookmark...

Named anchors are not visible in the final published website, you can use them to link to a specific place inside a page, so when you create a link to the anchor, your browser will scroll to that place if it is not on the screen.

on the subject of anchors - is it possible to attach an anchor to specific text on a page and not just a place on the page?

Hm, you could simply move the anchor over the text. If you want it to automatically move with the text when editing, you could maybe use a layout container. Put the text as well as the anchor into it, and when moving the container, both will move.
